There should be no bilateral talks as we have suggested to the Pakistan state in a policy paper”
“IF TALKS ARE TO BE HELD IN THE FUTURE
If talks are to be held between India and Pakistan, those talks should never be held without the leadership of the people of Jammu and Kashmir, & also there should be a fourth party which could be in the form of a group of at least three UNSC permanent members.
There should In the interim before these talks several measures taken to ease the misery and tensions of the people of Jammu and Kashmir besides the sincerity of the governments & needs to be ensured before any talks happen:
- Human rights organizations should be given greater access.
- India’s occupation forces should be thinned.
- All political prisoners should be released.
- Emergency laws that give India’s army immunity for human rights crimes should be repealed.
- Domicile law which is designed to change the demography of Kashmir should be revoked.
The talks should be based on:
- Time-bound negotiations guaranteed by a group of countries like the USA, China, and Russia (or any two of them)
- Reintroduction of 35A with international guarantees
- Road map of implementation of #KashmirRight2SelfDetermination
Drastic steps
- As has already been intimated to the State of Pakistan by the JOINT RESISTANCE LEADERSHIP ( JRL ) that Pakistan should revoke Shimla Agreement after India re-annexed IIoJK on Aug. 05, 2019, Kashmiris feel the time is yet on their side that Islamabad takes steps towards this end.
Kashmiris believe the Shimla Agreement which reads “Bilateral negotiations will be used to sort out differences between India and Pakistan” has been a big hurdle in ending the occupation in IIoJK. - On the use of lawfare against India on IIoJK, it is the State of Pakistan that will have to take the first steps including announcing a Plebiscite Commissioner in Azad Jammu and Kashmir (AJK).
However, Kashmiris feel the political turmoil inside Pakistan has taken a toll and given a setback to the freedom struggle inside IIoJK. - Many even feel Pakistan should allow AJK as a base camp for the freedom movement in IIoJK. LoC should mean nothing for people on the AJK side.
